Incident Command System Structure

The Incident Command structure is used by public agencies in the event of an emergency to manage efficiently the situation until the emergency responders arrive. Each business should be familiar with the overall concept of the incident command system to coordinate with local authorities the emergency service. Everyone must work together to manage the emergency.

To coordinate the effective use of all of the available resources, agencies need a formalized management that provides direction during a response.

The ICS organization is built around five major components:

  • Command
  • Planning
  • Operations
  • Logistics
  • Finance/ Administration

Roles

  • Incident Commander- manages the situation, maintains command until public agencies arrive. Also, verifies that internal teams, departments, public agencies, regulators, contractors, and suppliers have been notified.
  • Safety Officer- identifies hazardous situations and prevents accidents, reports and stops unsafe activities, prepares the safety plan.
  • Liaison Officer- monitors operations and handles inter-organizational communication.
  • Public Information Officer- manages the communication with the media, prepares media briefs, newsletters( new releases), passes information to the media, handles tours and interviews.
  • Operations Section Chief- ensures the tactical operations for the responders, requests resources, maintains communication with the Incident Commander, assists in the development of the Incident Action Plan.
